Shredder, the armored leader of the Foot Clan and the Turtles' archenemy, joins the comedic 1990 Wacky Action subline. This version keeps his menacing bladed look but pushes it into slapstick territory, portraying the villain as an over-the-top whirling menace in keeping with the line's goofy tone.
